Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are fought: positive announcements are delivered from multiple capitals. Considerable effort is expended on managing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track missile launches from Russian territory, a capacity afforded by timely intelligence. From observation points, defense planes that had been deployed to counter approaching guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely supplied through partner states. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly gives way to grim resignation: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it continued its flight toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are evidently unprepared to fill in the near term.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.
Political Considerations
It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a premise well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unfeasible to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, Washington does little to deter Moscow, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a total frontline collapse until situations evolve in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Summary and Prospects
It took a just a single week to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
